City Clerk's office adopts new rules for separation of powers

The Office of the City Clerk has announced the adoption of rules and regulations crafted by the Intragovernmental Conference Committee. These have been designed to implement procedures under the City Charter's Article XIX, which deals with "Determination of Separation of Powers under the City Charter," along with the Intragovernmental Conference Committee Ordinance outlined in Chapter 2, Article 16 of the Code of Ordinances.

Public notice regarding this rulemaking was communicated on March 7, 2025, through postings at City Hall and on a dedicated section of the City Clerk’s website. This action complies with §2-15-1, et seq. ROA 1994.

A public rulemaking hearing was subsequently conducted on March 31, 2025, at 11:00 am via Zoom. The regulations are set to come into effect five days after they are published by title on the City Clerk’s website, as well as following the completion of reports in line with §2-15-2(B), ROA 1994.

According to the City Clerk's office's report, there were no in-person or written comments submitted, and no response was provided regarding public comment.
