New development proposals invited for vacant land in Albuquerque’s Near Heights area

The Metropolitan Redevelopment Agency (MRA) in Albuquerque has issued a Request for Proposals (RFP #02-2025) for developing a city-owned 2.4-acre vacant parcel at 1100 San Mateo Blvd., SE. This opportunity focuses on multi-family housing, with options to add mixed-use facilities like grocery stores, commercial and office spaces. The site lies near the recently opened Albuquerque Community Safety Headquarters and a planned community marketplace.

The goal is to bridge housing and service gaps, enhance neighborhood revitalization, and boost the Near Heights Metropolitan Redevelopment Area (MR Area). The proposals should align with the Near Heights Metropolitan Redevelopment Plan, which emphasizes reviving commercial corridors, fostering small business growth, job creation, and improving affordable housing availability.

Key RFP components require multi-family housing without income level restrictions. Projects may include affordable, market-rate, or a mix, with rental or for-sale options. Mixed-use development is encouraged, particularly with community-serving amenities such as childcare facilities, grocery stores, health clinics, and retail shops. Proposals with a viable grocery store concept will receive bonus points.

Proposers should submit detailed plans, including project scope, timelines, deal structures, and the development team's experience. Financial feasibility and project alignment with the City’s goals are essential.

The submission deadline is June 11, 2025, at 5:00 PM (MST). Further details and RFP guidelines are available on the City of Albuquerque’s MRA website.

An On-Line Pre-Application Webinar for interested developers is scheduled for April 15, 2025, at 12:00 PM (MST) to detail the RFP process. Prospective participants are encouraged to register online.

We’re looking for bold ideas that bring more housing, more services, and more life to the Near Heights."

The City of Albuquerque anticipates receiving proposals that will contribute to neighborhood revitalization and provide essential housing and services to the community.
