State Fairgrounds TIDD formation removed from Bernalillo County board agenda

Bernalillo County, N.M. – The anticipated formation of a State Fairgrounds Tax Increment Development District (TIDD) will not be discussed at the upcoming Bernalillo County Board of Commissioners meeting.

Marcos Gonzales, the Bernalillo County Executive Development Officer, stated that the TIDD formation ordinance and resolution have been taken off the agenda for the March 11 board meeting. This decision follows the state's choice not to proceed with Senate Bill 482, which was intended as a joint county/state TIDD. The bill would have permitted up to $1 billion in bonds, backed by a state gross receipts tax increment, to finance public infrastructure within the proposed State Fairgrounds TIDD.

The county is waiting for a master plan from New Mexico regarding public infrastructure for the 236-acre State Fairgrounds before any further action is taken. After this plan is completed, the Board of County Commissioners may still choose to propose and approve a TIDD using county funds to aid redevelopment efforts at the fairgrounds.

County Commission Vice Chair Adriann Barboa emphasized community involvement: “We want to ensure that any redevelopment at the State Fairgrounds reflects the needs and desires of our community,” she said. “It’s important that the state’s master plan is completed based on community input for true transparency and an aligned vision for the area before moving forward with a TIDD.”

The state plans to issue another request for proposal (RFP) for creating this master development plan. Community feedback will be integrated into this process through written RFP submissions.

With Senate Bill 482 no longer pursued, attention shifts to Senate Bill 481 as an alternative path forward. Sponsored by Senator Mimi Stewart, SB 481 proposes establishing a state district funded through gaming gross receipts tax revenue rather than county GRT.
