Albuquerque releases draft action plan for community development grants

The City of Albuquerque's Department of Health, Housing and Homelessness has prepared its Draft 2025 Action Plan. A public hearing is scheduled for January 22, 2025, at the Los Griegos Health & Social Services Center to present this draft. The meeting will also be accessible via Zoom.

The Action Plan functions as the city's grant application to the U.S. Department of Housing and Urban Development (HUD). It outlines activities funded by Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG) funds from HUD, and local funds in alignment with the Consolidated Plan strategies for Program Year 2025, spanning July 1, 2025 - June 30, 2026. Expected funding from HUD includes $4,221,830 in CDBG funds and various amounts from other programs.

Several projects are proposed within this plan:

- **COA Administration**: Administrative costs supported by CDBG ($844,366) and HOME ($194,744.50) funds.

- **CHDO Operating**: $50,000 provided to Greater Albuquerque Housing Partnerships for operational support.

- **Homeless Intervention and Rapid Rehousing**: ESG funding of $376,019 plus matching amounts and general funds totaling $694,256 allocated for services aiding homeless populations.

- **Affordable Homeownership Assistance**: Funding through CDBG and program income aimed at assisting low-to-moderate-income homebuyers.

- **TBRA**: Tenant-Based Rental Assistance Project funding directed towards high-priority populations.

- **Dental Services**: Funds directed towards providing dental care to those experiencing homelessness.

- **Eviction Prevention**: Emergency rental assistance available through CDBG funding.

- **Senior Nutrition Program/Meals**: Support for meal provision to low-income seniors.

- **Early Childhood Services**: Child development services offered through Cuidando Los Ninos with CDBG funding.

- **Tenant/Landlord Hotline**: Legal Aid of New Mexico funded to provide housing-related legal assistance.

- **Fair Housing Education/Training**: Educational activities administered by the Office of Equity and Inclusion.

The city invites all residents and stakeholders to review the draft plan and submit written comments until February 21, 2025. Feedback can be sent via email or mail addressed to Monica Montoya at the Department of Health, Housing and Homelessness.

Comments received during the public comment period will be addressed before submission to HUD on May 17, 2025. Final project funding levels may vary based on HUD's final allocations. The draft Action Plan is available online on the city's website.
