Councilor Renée Grout emphasized the importance of this resolution, stating, "This resolution represents a significant commitment to improving our housing support systems and underscores the City of Albuquerque’s dedication to addressing the housing crisis." She highlighted efforts to streamline processes, increase transparency, and track outcomes to ensure effective service delivery for those in need.
Introduced by Councilors Renée Grout and Nichole Rogers—both advocates for affordable housing—the resolution calls for an evaluation of current procedures. It proposes expanding policies, creating a centralized referral system, and tracking long-term outcomes for voucher recipients. Key improvements include:
- Development of enhanced policies and procedures by HHH.
- Implementation of a standardized central referral system using platforms like the Coordinated Entry System (CES) to simplify application processes.
- Establishment of long-term outcome goals for better program evaluation.
- Procurement of new software with functionalities such as electronic reimbursement requests, integration with existing systems, real-time dashboards displaying voucher usage, financial data, participant feedback options, and expedited contract execution within 30 days.
Councilor Nichole Rogers expressed optimism about working with Councilor Grout on these improvements: “It is an honor to work with and learn from Councilor Grout. I am hopeful that together we will work with the amazing team in HHH to improve the City’s Housing Voucher programs.”
HHH is expected to submit its implementation plan within 90 days following publication of the resolution. Quarterly progress reports will follow until full implementation occurs within one year.
