Albuquerque acts on misuse of funds by Supportive Housing Coalition

The City of Albuquerque has initiated a corrective action plan to address issues with the Supportive Housing Coalition of New Mexico (SHCNM) following allegations of misuse of housing voucher funds. The city has informed both the New Mexico State Auditor and its Office of Inspector General about SHCNM's financial irregularities and has decided not to renew contracts with the organization.

"Through these actions, we’re course correcting to protect the most vulnerable in our community and to safeguard public dollars," stated Associate Chief Administrative Officer Carla Martinez. "We will do everything in our power to recover the mismanaged funds, while also working with our partners to keep clients in their homes."

The city's investigation revealed that SHCNM had failed to pay rent for some permanent supportive housing voucher clients, redirecting those funds for administrative purposes instead. This issue came to light through regular monitoring, communications with SHCNM, and direct reports from clients at risk of eviction. Consequently, the city halted payments to SHCNM and began paying landlords directly to prevent evictions. SHCNM currently owes approximately $200,000 in overdue payments to landlords. The city has covered these past-due rents and is establishing a repayment plan with SHCNM.

Despite discontinuing future contracts with SHCNM, the city acknowledges their role in assisting vulnerable populations. Efforts are underway to transition around 120 voucher clients from SHCNM to other providers, ensuring they remain housed. Collaboration continues with organizations like the Coalition to End Homelessness and Housing New Mexico (MFA) for housing stability.

"Our priority is ensuring consistent housing security for people who rely on permanent supportive housing," said Director of Health, Housing, and Homelessness Gilbert Ramirez. "At the center of this mission is our commitment to foster strong community partnerships, and we are dedicated to maintaining and improving upon this collaboration."
