Permit modification planned for GCC's Tijeras cement facility

The Air Quality Program of the City of Albuquerque Environmental Health Department is set to reopen and modify GCC Rio Grande, Inc.'s construction permit for its Tijeras Portland Cement Manufacturing Facility. This action is in line with the regulations stated in 20.11.41.29 NMAC and 20.11.41.30 NMAC.

The modification will align with the long-term strategy control and emission limit requirements outlined in the Regional Haze State Implementation Plan (SIP) revision for the second planning period. Importantly, this modification will not result in an increase in emission rates.

The permit application has been assigned number 2197-M3, with several key dates associated with the process:

- The comment period began on October 3, 2024.

- It will conclude on November 2, 2024.

- A decision regarding the permit is expected by January 4, 2025.

Documents related to this permit modification include a notification letter, a public review draft of the Regional Haze SIP element dated July 30, 2024, and public notices available in both English and Spanish.
