The Office of the City Clerk has adopted the 2025 Final Rule for the Election Code and The Open and Ethical Election Code. These updates, prompted by recent changes to the City Charter and City Code, are designed to improve clarity and transparency for candidates, committees, and the public.

The revisions focus on standardizing disclosure requirements, defining timelines using computation of time, and providing a path to the rehabilitation process. These changes aim to facilitate a smoother process for the City Clerk.

Public notice of this rulemaking was posted on January 24, 2025, in accordance with §2-15-1, et seq. ROA 1994. A public hearing took place on February 6, 2025, at One Civic Plaza NW in Albuquerque. The rules became effective immediately after their publication by title on the City Clerk’s website.

The Office of the City Clerk reported no in-person or written comments from the public regarding these changes. Consequently, there were no responses required from the office.

"The Office of the City Clerk recommended the following changes to provide clarity on the intent of the rules and align with the City Charter," according to an attached report containing amendments.
