Albuquerque City Council launches pilot day labor program for unsheltered residents

On June 3, 2024, the Albuquerque City Council passed a resolution (R-24-41) to establish and fund a pilot program aimed at providing day labor opportunities for the unsheltered community. This initiative, set for FY 2025, draws inspiration from the city's previous "There’s a Better Way" program, which facilitated nearly 7,000 jobs between 2015 and 2018. The council aims to foster collaboration among local government, community organizations, and businesses.

"Day labor can bring back the dignity of work for people who are not ready for the demands of a steady job," said Council Vice-President Renee Grout. "There will always be a need for workers who are willing and able to beautify our city, and this is a way for people to improve our community and feel a sense of pride in a job well done."

Councilor Grout and District 8 Councilor Dan Champine believe that integrating the unhoused into day labor programs could offer them pathways toward financial stability and potentially break the cycle of homelessness. These programs often provide support services, job training, access to resources, and connections to essential social services. Despite facing numerous barriers to stable employment, such initiatives can empower individuals by offering income sources and valuable skills.

“Gainful and stable employment can improve an individual’s outlook on life,” Councilor Champine stated. “This program can help them rebuild their lives and improve their self-esteem and become self-sufficient.”

The newly established Health, Housing and Homelessness Department (HHH) is tasked with creating the pilot program's framework within 60 days for council approval. HHH will convene bi-monthly meetings to review the program's progress with representatives from various city departments, outside employers participating in the program, Albuquerque City Council members, and any contractors involved in operating the initiative.
