Gates installed on Garfield Alley after neighborhood concerns over safety

Victory Hills residents and property owners were acknowledged in the August 25, 2025 edition of Nob Hill News for their efforts to address ongoing problems in the alley adjacent to the north wall of Fairview Memorial Park Cemetery. Over recent years, this city right of way, located behind apartments along the south side of Garfield between Yale Blvd. and Columbia Dr. SE, had seen an increase in illegal fires, dumping, and property damage.

Residents sought assistance from Councilor Rogers earlier this year, presenting her with evidence of previously reported code violations as well as documentation of illegal dumping and trespassing incidents. Officials from Fairview Memorial Park Cemetery also noted concerns about unsafe trespassing, trash accumulation, and fires linked to homeless encampments along the alley.

Councilor Rogers allocated funding from her District set-asides and collaborated with the Code Enforcement Division within the City Planning Department to implement a solution. Gates and locks were installed during the summer months to secure the area. This action has allowed neighborhood members to begin improving and maintaining the alley for community use.

“We have a lot of alleys in District 6 and I do not believe they all should be closed, but I will always listen to our community and work together to find solutions,” Councilor Rogers said. “I’m most excited about the clean-up efforts and to see what they dream up to brighten and activate these spaces for good.”
